UNOC and VIVO Energy Uganda Sign Liquefied Petroleum Gas Agreement

Oil & Gas in Uganda

Published: October 2, 2026

Uganda National Oil Company (UNOC) and Vivo Energy Uganda Limited have signed an agreement regarding storage and distribution of liquefied petroleum gas (LPG) from the key oil projects.

The Early Project Activities Agreement (EPAA) was signed at the UNOC head office in Kampala where the two entities concurred on LPG’s importance to environment protection and public health.

Tilenga and Kingfisher, the key upstream projects will yield 100,000 tonnes of LPG. UNOC, the Government nominee in the two projects, will collaborate with Vivo Energy on the Government of Uganda’s share of the gas.

“The signing of the Early Project Activities Agreement (EPAA) between the Uganda National Oil Company and VIVO Energy Uganda in preparation of the LPG project to offtake and supply gas from the Kingfisher and Tilenga Upstream projects signifies our shared vision and a collective ambition to progress this transformative LPG project for the people of Uganda,” UNOC CEO Proscovia Nabbanja stated.

“This EPAA sets out the general framework within which we shall undertake key early phase technical activities. These activities are essential for the final investment decision and future execution under the Joint Venture (JV) Company we intend to form.”

Vivo Energy Uganda Managing Director, Joanita Mukasa Menya said the collaboration would transform lives by ensuring that Ugandans have access to clean energy in addition to ensuring a resilient economy.

According to Menya, Vivo Energy Uganda Limited is committed to supporting the government’s plan of improving and easing access to modern energy.
“This project will immediately begin to unlock the benefits of Uganda’s LPG reserves. Our shared goal is to increase the local adoption and use of LPG-not only for domestic cooking but also to power small businesses, institutions, and industrial operations-while also positioning Uganda as a potential exporter of clean energy solutions in the region,” Menya said.

Currently, Uganda’s LPG consumption is approximately 25,000 tonnes annually with the per capita consumption estimated to be 1.2 kilograms per year. Most Ugandans are deemed as energy poor-lacking affordable efficient energy with the majority using wood fuel-charcoal and firewood.

Energy poverty has grossly affected Uganda’s tree cover. According to the Global Forest Watch, in 2010, Uganda had 6.92 million hectares of natural forest, extending over 29% of its land area. In 2023, it lost 68.7 thousand hectares of natural forest, equivalent to 36.3 metric tons of CO₂ emissions.

According to the Clean Cooking Alliance, 2.4 billion people, or 40% of the world’s population, rely on open fires and inefficient fuels such as wood, charcoal, coal, and kerosene for cooking.

“Lack of access to clean cooking solutions forces women and children in many developing countries to spend as much as 10 hours a week collecting fuel. In some cases, women provide 91% of households’ total efforts to collect fuel and water. Women have an average working day of 11-14 hours, compared to an average of 10 hours for men.”
Kingfisher project in Kikuube district, it will produce approximately 20,000 tonnes of LPG per year. On 23, January 2024, CNOOC Uganda on behalf of joint venture partners TotalEnergies and Uganda National Oil Company (UNOC), received a five-year license to construct and operate a gas conversion storage facility. The facility is in sync with the oil production activities.

Similarly, Tilenga in Buliisa and Nwoya will produce 80,000 tonnes of LPG per year. According to TotalEnergies EP Uganda officials, producing the gas is part of the project’s carbon footprint reduction plan and reduction of greenhouse gases (GHGs). Increased GHGs create a layer, which traps heat dramatically increasing temperatures, an undesirable situation. END

Uganda Refinery Implementation Agreement Signed

Oil & Gas in Uganda

Published: October 2, 2026

An implementation Agreement (IA) for the Uganda Refinery has been signed, laying a foundation for the project, which is crucial for the commercialisation of Uganda’s oil and gas resources.

President Yoweri Kaguta Museveni oversaw the signing of the IA between the Ministry of Energy and Mineral Development (MEMD), Uganda National Oil Company (UNOC) and the) and Alpha MBM Investments LLC, joint venture partner. The signing ceremony was at the State House in Entebbe.

The signatories were the Minister of Energy and Mineral Development, Hon. Ruth Nankabirwa, UNOC CEO, Proscovia Nabbanja and Chairman Alpha MBM Investments LLC, Sheik Mohammed bin Maktoum Al Juma Maktoum.

The IA sets a framework for the project including assurance of the Uganda Government’s support and parties’ roles and responsibilities. It will facilitate the finalisation of the design, construction and operationalisation of the refinery.

With a 60,000 barrels per day capacity, the Uganda Refinery is one arm of the two-pronged commercialisation plan of Uganda’s oil and gas resources. The other is the East African Crude Oil Pipeline (EACOP). On production, the refinery has the “first right of call” (given priority), according to the key oil agreements.

UNOC (40%) and Alpha MBM Investments LLC (60%) are the shareholders in the $4bn project to be located at the Kabalega Industrial Park (KIP) in Homa. Construction is expected to span three years.

The demand for refined petroleum products in Uganda is currently about 7 million liters per day. This has grown at a rate of 9% over the 10 years (save the slight dip in 2020 due to COVID-19) and is expected to continue growing especially with the intensification of Uganda’s oil and gas projects. Demand analysts forecast a similar growth trend for the region including Kenya, Tanzania, Rwanda, Eastern DRC, Burundi, and South Sudan.

Uganda imports petroleum products costing about $2bn annually. A refinery, therefore, ensures security of supply and will help mitigate sudden price hikes due to supply-related speculation.

According to a macro-economic study by Stanbic Bank in consultation with the Uganda National Oil Company (UNOC), the refinery will add $3.3 billion to Uganda’s gross domestic product per annum and $8.2bn per annum to the national capital formation. It will also improve Uganda’s balance of payments by $591m, according to the study. Regarding jobs, 32,000 will be created. Of these, 1,200 are direct, 16,900 indirect and 13,900 induced.

In terms of protecting the environment, the refinery will produce 658 metric tonnes of LPG per day, which will reduce the widespread reliance on charcoal and firewood.

President Museveni stressed that the project is in accordance with the country’s value addition agenda.

“The oil refinery is not just about fuel; it is about Uganda producing and exporting refined products instead of importing. We must stop exporting raw materials and instead add value to everything we produce,” he said.

Sheik Mohammed bin Maktoum Al Juma Maktoum reiterated his commitment to the project, saying “thriving communities” was the goal.

According to Hon. Ruth Nankabirwa, the project would lead to economic transformation.

“The projects will create thousands of jobs, develop local expertise, and serve as a springboard for industries for such as petrochemical and fertilizer production. It will also attract Ugandan businesses to participate in the supply of goods and services, and boost local enterprise development,” she said.

At UNOC, the signing of the IA created excitement as it one of the company’s key projects managed by the Uganda Refinery Holding Company, a subsidiary. END

Equity Bank Uganda signs MOU with Uganda National Oil Company (UNOC)

Oil & Gas in Uganda

Published: October 2, 2026
  • The MOU strengthens collaboration between the two entities in the areas of support around the ecosystems of the burgeoning Oil and Gas sector to include enterprise development and financial inclusion, clean energy use and environmental conservation, food and agriculture, education and leadership, and health programs.
  • This MOU will also see Equity provide financial service solutions for UNOC and its value chain. This includes working capital at competitive rates to corporates and SMEs populating the Oil and Gas value chains.
  • Kampala, 13 April 2022 Equity Bank Uganda and the Uganda National Oil Company (UNOC), have signed a Memorandum of Understanding, to facilitate and strengthen collaboration between the two entities in the areas of financing and enterprise development specifically for MSMEs, clean energy use and environmental conservation sectors. Also, financing will be supplied in support of farmers, education and training for young people and more affordable and accessible health systems for all.

Speaking during the signing ceremony which took place at the Kampala Serena Hotel during the 8th Annual Oil and Gas Convention, Equity Group Holdings Plc Group Managing Director, and CEO Dr. James Mwangi, said, “The opportunity for Ugandans and the entire region to benefit from the wealth creation possible around the development of the oil and gas sector and all its support sectors is significant. Wealth creation is the quickest tool to lift our people from poverty and the needs of the oil and gas sector will serve as this vehicle.”

“This MOU brings our two organisations together as promoters of development of the oil industry in Uganda, representing national interest, the Government and the people of Uganda and of a regional financial group that has the capability and knowledge to allow citizens to participate in economic activities and to ensure that the oil industry and development is fully integrated into the economy so that there can be a fairer distribution of income and the benefit of the oil industry development,” said Dr James Mwangi.

Adding, “It is when we fund the entire ecosystem with a revolving fund that supports the entire oil sub-sector that we will solve the problem of financial inequity such that cash is moving from one partner to the other at different stages. We have set aside USD 6 Billion for this revolving fund. But the most important thing is the component of capacity building.”

The CEO of UNOC Proscovia Nabbanja said, “One of the challenges we have discovered as the local companies is the aspect of financing and that is why we are partnering with reputable organisations like Equity Group to bring financial products that are tailored for the SMEs to participate in the sector. We bring the opportunities; we ride on the back of financial institutions like Equity so that we support the local companies to participate.”

She also noted that “We should not look at the oil industry in isolation. I think Equity Group has done a phenomenal job using their model in supporting other sectors of the economy and we want to ride on that experience and replicate such models in the oil and gas industry.”

Through programs run by the Equity Group Foundation such as Young Africa Works, the parties shall work to scale up financial inclusion and shared prosperity through financial literacy to the population in the oil region, especially women and youth, support for farmers providing food for the ecosystem, health services for supply chain workers, and educational scholarships and leadership opportunities for young scholars.

It will also see the parties provide training in financial education and business management skills to facilitate access to finance for the MSMEs and the matchmaking of joint venture partnerships for players in the oil and gas value chains to enhance collaboration and greater capacity.

In the areas of Clean Energy and Environmental Conservation Equity shall work with UNOC to implement carbon capture programs. This will be achieved through carbon offset initiatives that will allow investments in environmental projects that will balance UNOC’s own carbon footprint.

Under this program, initiatives such as support to households and MSMEs to adopt cleaner sources of energy and modern technologies through training and finance (renewable energy) shall be considered. Also support to players within the Commercial and Industrial sectors to adopt cleaner and more efficient production processes (energy efficiency) and waste management projects aimed at capturing methane from landfill sites and from agricultural activities (waste to energy).

The collaborations will also see the parties support farmers in the oil regions to adopt climate-smart agriculture to reduce GHG from agricultural activities.

Under the MOU local farmers will get support in food production along diverse value chains to supply adequate nutritious food to not only the oil and gas workers, but also for sale to other markets and support to farmer groups in value addition and processing.

Given the inadequate skillsets in the region, the parties and the partner shall collaborate in the development of skills for Ugandans to participate in the Oil and Gas sector (local content) through initiatives such as sponsorship for short courses and industry certification programs and support to Vocational Institutes (TVET) students to acquire technical skills for job creation within the sector ecosystem.
